SRL Skunkworks Receives DOD Innovation Excellence Award
WASHINGTON, D.C. – August 5, 2025 – The Department of Defense has awarded Stark Research Labs Skunkworks its Innovation Excellence Award in recognition of the organization's exceptional contributions to national security through breakthrough technology development.
The award ceremony, held at the Pentagon, recognized SRL Skunkworks' work on classified programs that have significantly enhanced U.S. defensive capabilities. The ceremony was attended by key personnel including Lance Hunter (BioEnhancement Division) and Monica Chang (AI Research Division).
SRL Skunkworks represents the gold standard for public-private partnership in defense technology development. Their innovations in human enhancement systems, artificial intelligence, and advanced cybernetics have provided capabilities we didn't think were possible just five years ago.

Recognized Program Contributions
While specific technical details remain classified, the award recognizes contributions across multiple program areas including Project ORION's advanced targeting systems, Project AQUILA's autonomous defense platforms, and early-stage research supporting the recently announced Project VISION initiative.
"This recognition validates our approach to dual-use technology development," noted Lance Hunter during the ceremony. "Our BioEnhancement research not only supports medical breakthroughs but also provides enhanced capabilities for military personnel operating in extreme environments."
Security Clearance and Partnership Expansion
As part of the recognition, SRL Skunkworks has received approval for expanded classified research capabilities. Key personnel have been granted Top Secret/SCI clearances, with specialized compartmented access for personnel working on sensitive programs.
"The clearance expansions allow us to take on more challenging problems," explained Monica Chang, whose AI Research division now holds clearances for neural interface applications in defense systems. "We can now work directly with classified threat intelligence to develop more effective countermeasures."
The partnership expansion includes new collaboration agreements with Lockheed Martin, Raytheon Technologies, and several other defense contractors working on complementary technology areas.
Technology Transfer and Future Programs
The award ceremony included announcement of accelerated technology transfer timelines for several SRL Skunkworks innovations. Advanced targeting algorithms developed under Project ORION will begin integration into existing defense systems within the next 18 months.
This award represents more than recognition—it's a commitment to continue pushing the boundaries of what's possible in defense technology. Our cybernetics research is opening entirely new paradigms for human-machine integration that will reshape how we think about military capabilities.
— Glenn Talbot, Director of Cybernetics Research
Future program development will focus on scaling successful prototypes to operational deployment, with particular emphasis on systems that can adapt to emerging threat environments.
Facility Security Enhancements
As part of the expanded classified research authorization, all SRL Skunkworks facilities have received enhanced security designations. The Malibu headquarters now operates as a Sensitive Compartmented Information Facility (SCIF) with additional TEMPEST protections for electromagnetic security.
"The security enhancements ensure that our research environment meets the highest standards for classified program protection," noted Antoine Triplett, Neural Interface Developer. "Every aspect of our operations, from data storage to personnel access, now operates under defense-grade security protocols."
The DOD Innovation Excellence Award positions SRL Skunkworks as a premier partner for next-generation defense technology development, with expanded capabilities to address the most challenging national security requirements.
